Study on financial, supply and use of health services of mountainous ethnic people are done by collecting data from Vietnam Social Insurance retrospective reports with analysis economic by experts discussed Meta and Delphi method. Results: The rate of health insurance coverage to nearly 100 percent ethnic minorities in the north and 80 percent in the South, the number of minority health insurance accounted for 25 percent of the country's card; fund health insurance for the poor, minorities have the reverse subsidies for loans and other funds, the reason is the ethnic minorities use less health insurance than other one because there are not available health care, lower quality of service, multiple pockets to pay more, high transportation costs, lack of health insurance medicine, not good quality of medicine, high price, lack of information on the use of health insurance guide.
