Improvement of management knowledge and skill for the health managers at provincial and district level is essential to contribute significantly to increase the efficiency of health care service provision. With the aim of developing training programs appropriate to the real needs, the project "Supporl to the health care policy for the poor" funded by the Luxembourg Government conducted training needs assessment of staff management of provincial and district levels in two provinces of Cao Bang, Bac Kan. Study findings show that there are still big gap between the current management knowledge/skill and working need required. One of the reasons is the low rate of health managers attended management training courses, remaining nearly three-quarlers managers are not involved any kind of training program for managers. Five areas are in the greatest need of training are: health planning, financial management, health economics and health insurance, Humance resource management; Quality management.
