This study was conducted in 2008, after three years of implementing policies for free health care for children under 6 years old in the city of Da Lat in Lam Dong province to describe the situation and find out some major impact on the supply and use of medical services free of charge (KCBMP) for children under 6 years of age at medical facilities in Da Lat city. The study used a method described as horizontal (quantitative quantitative combined). Data collected from 308 mothers with children under 6 years old were randomly selected from the wards and through indepth interviews of managers involved. Data processing with SPSS 16.0 software. Results showed that after implementing the policy, children under 6 years and examination and treatment at health facilities over 2 times higher than compared to before implementing the policy. 62.8 percent of children infected in the community to use health care services at health miem fee basis. 100 percent of children to get free medical treatment as prescribed. Most mothers take their children to have medical treatment in medical establishments have good reviews on service attitude, waiting times for medical care, professional qualifications, the drug's medical facilities. Factor cards are issued free medical care, the regulations on administrative procedures, the child's living area, mother's occupation is related to the use of medical services in free medical facilities for children under 6 years of age at medical facilities. Need to invest in human resources and equipment in service for the medical treatment facilities, to continue improving regulations on administrative procedures and enhance communication, helping people understand rights and responsibilities when their child's medical treatment at free medical facilities to create favorable conditions for children to enjoy legitimate rights as stipulated, and facilitating health basis of good work done for free medical care for children.
