Study on E-Health readiness assessment is essential to help policy makers's decision making for the success of applying eHealth. This study aimed to assess the readiness of the system and describe strengths and weaknesses in the application of E-Health activities in Thai Binh. This was a cross-sectional descriptive study combining quantitative, qualitative, with the participation of 96 leaders and 154 health staffs. Results showed that overall readiness score was 3.7 (out of a maximum of 5 point) (+/- 0.7), in which the readiness score under the perspective of leadership of 4.0 (+/- 0.6) was higher than that of staffs of 3.6 (+/- 0.7) (p 0.05); readiness scores at the provincial level of 3.8 (+/- 0.6) was higher than that at district level 3.7 (+/- 0.7) and that at commune level 3.3 (+/- 0.5) (p 0.05). Leaders and staffs assessed their participation in the planning of health IT projects was low, besides the satisfaction level was not high in terms of technology. Both groups rated readiness score for training was low and highlighted the need for IT training for health workers and the participation in the E-Health project. The difficulties in implementing were that current policies and regulations had not been specific and detailed, lack of human resources, limited funding. The study findings are useful evidence to make recommendations for the E-Health program in the future.
