Phân tích một số yếu tố ảnh hưởng tới việc tuân thủ các quy định về khám bệnh, chữa bệnh tư nhân của các phòng khám chuyên khoa tại thành phố Sơn La năm 2023. Đối tượng và phương pháp: Cán bộ trực tiếp tham gia công tác quản lý KBCBTN tại phòng Nghiệp vụ Y và phòng Thanh tra thuộc Sở Y tế; Người chịu trách nhiệm chuyên môn (NCTNCM) của các PKCK trên địa bàn Thành phố Sơn La. Thực hiện 04 cuộc phỏng vấn sâu với 02 Cán bộ tại phòng Nghiệp vụ Y Dược và phòng Thanh tra thuộc SYT, 01 lãnh đạo SYT và 01 lãnh đạo TTYT thành phố Sơn La. Thực hiện 10 cuộc phỏng vấn sâu với 10 NCTNCM của các PKCK. Kết quả: Một số yếu tố ảnh hưởng tới hoạt động KBCBTN: Việc nâng cao kiến thức và thái độ của người CTNCM có ảnh hưởng tích cực đến việc tuân thủ các quy định thông qua tập huấn, tuyên truyền cho những người hành nghề KBCBTN. Công tác quản lý, thanh tra, kiểm tra có ảnh hưởng tích cực đối với việc thực hiện quy định của pháp luật. Các văn bản pháp luật, hướng dẫn hiện nay chưa cụ thể, còn nhiều bất cập gây khó khăn cho các cơ sở cần có những chỉnh sửa. Phân công quản lý các cơ sở khám chữa bệnh còn chưa đầy đủ, thiếu sự phối hợp. Lực lượng thanh tra y tế quá mỏng, thiếu sát sao ảnh hưởng đến công tác quản lý. Doanh thu từ KBCB hạn chế gây khó khăn đáp ứng các yêu cầu theo quy định. Hậu quả của dịch bênh covid-19 có tác động tiêu cực đến việc tuân thủ qui định của pháp luật của các cơ sở. Việc đang tiến hành chỉnh sửa luật Khám chữa bệnh cũng là yếu tố ảnh hưởng tới việc tuân thủ qui định của pháp luật. Kết luận: Nâng cao nhận thức của người hành nghề bằng các hình thức truyền thông, phổ biến các văn bản quy phạm pháp luật,...Tham mưu xây dựng các văn bản, quy định và hướng dẫn về quản lý Khám chữa bệnh tư nhân trên địa bàn.

Results: Some factors affecting the practice of natural conservation: Improving the knowledge and attitudes of person in charge of expertise has a positive influence on compliance with regulations through training and propaganda for natural conservation practitioners. . Management, inspection and examination have a positive impact on the implementation of legal regulations. Current legal documents and instructions are not specific and have many inadequacies that cause difficulties for establishments and need to be corrected. The assignment of management to medical examination and treatment facilities is incomplete and lacks coordination. The health inspection force is too thin and lacks close attention, affecting management. Limited revenue from medical examination and treatment makes it difficult to meet regulatory requirements. The consequences of the covid-19 epidemic have a negative impact on establishments' compliance with legal regulations. The ongoing revision of the Law on Medical Examination and Treatment is also a factor affecting compliance with the law. Conclusion: Raising awareness of practitioners through forms of communication, dissemination of legal documents, etc. Advising on the development of documents, regulations and instructions on the management of private medical examination and treatment locality.
