
Objectives: (1) Describe the salary and allowances effects on health staffs recruitment; (2) Describe the salary and allowances effects on the maintenance of amount of health staffs at at all levels, all fields. Methods: cross-sectional study combined qualitative research and quantitative. Results: Currently, hospitals or health centers, commune health stationsin mountainous areas, preventive medicine sectors have had a lot of difficulty in recruiting doctors/pharmacists. The job transfer situation from district/province level to center level increase rapidly. This situation leaded to a serious shortage of health staffs in mountainous areas, preventive medicine sectors. Conclusions: Because of having a low salary and allowances, the shortage of health staffshave increasedparticularfy in doctors and phamacists at all levels, all fields.
