The study was conducted on analysis of secondary data from VLSS (Vietnam Uving Standard Surveys) for the 10 years period 2002-2012. Methods: The comparative method was used for analysis of differences between groups, In-patients and outpatients, as well as choices between various providers and services; and the regression method was used for analysis of service use trends. Results: The use of health services and spending for them tend to Increase. However, the increasing rates of service use and spending between in-patients and out-patients are different. Increasing rates of service use and spending are almost similar among out-patients (2.5 percent versus 2.7 percent), while such rates among in-patients are completely different (1.3 percent versus 3.4 percent). Spending for treatment facility was accounted up to 75 percent while 20 percent remained spending was used for self-purchasing pharmaceuticals. There was a strong correlation between total expenditure and expenditure for health services with p = 0.01 and r = 0.99. Public hospitals (Gov. hospitals) mainly for in-patients and commune health stations mainly for out-patients are on top of chosen public providers. The use of private health services for out-patients tend to decrease from 42.8 percent in 2002 to 34 percent in 2012.
