Background: In Vietnam, the people with disabilities account for 5 to 7 percent of the population and half of them are children with disabilities (CWDs). The policy on medical care and rehabilitation for CWDs has been issued but still possesses limits, especially in improving the access to counseling services for families of CWDs. Objective: To evaluate the change of accessing to counseling services for mothers/primary caregivers of CWDs under 6 years old before and after an educational intervention for mothers/primary caregivers. Methods: An interventional study, employing the pre-/post-test design without control group was carried out with all 221 mothers/primary caregivers of CWDs under 6 years old in Hoai Duc district, Hanoi. Results: After the intervention period, mothers/primary caregivers of CWDs have greater access to consulting services in the local health facilities such as commune healthcare stations and district hospitals. Recommendations: Strengthening the information supply on disability and rehabilitation for mothers/primary caregivers of CWDs at the district level should be implemented in parallel with strengthening the capacity of healthcare workers at district and commune levels.
