The study was conducted in Phu Thuong commune, Vo Nhai distric, Thai Nguyen province. Research Methods: cross-sectional description. Research results: Commune Health Center (CHC) lacked of medical equipment, lacked of medicines; rate of pregnant women were examined low (52 percent), the percentage of children under age 5 suffer from malnutrition remains high (20 percent), the percenta.ge of people covered by health insurance 63.8 percent; health insurance to pay for medical care is 160.6 percent; drug money per person per year is 42 thousand VND. Some factors affect to the work and the payment of health care: health staff are not trained in management skills so their skill are very weak, no flexibility in management. The rate of suitable diagnosis is not high, unsuitable prescribing, hight rate of moving patients, and abuse tests... People who abuse the health insurance card to get more drug for themselve.
