
A survey to assess the implementation of health service delivery for insured patients at commune health stations according to the Law on Health Insurance is conducted to identify its difficulties and constraints. The survey is done in 16 commune health stations (CHSs) of 8 districts of 4 provinces. Data is collected through facility survey, in-depth interviews and focus group discussions. Findings show that: The percentage of CHSs providing health services for insured patients in 4 study provinces is high. There is no different in applying provider payment methods before and after implementing the Law on Health Insurance. Two provinces apply treatment ceiling to insured patients in health service delivery at CHSs and other two provinces do not. CHSs have many difficulties in implementing health service delivery for insured patients because of poor infrastructure, lacking of equipment and shortage of medical doctors.
