The aim of this study was to find out problems and needs of staffs of Hanoi Medical University on the management of science and technology. The study has investigated over 203 scientists working at Hanoi Medical University in 2009. The results showed that difficulties in implementing scientific research projects included: Low expenditure for sciencetific research: 97.5 percent; complicated payment procedures: 93.6 percent; lack of research equipment: 86.7 percent, difficulties in projects recruitment 83.7 percent. The needs of staffs to be announced plans of science and technology in writting documents: 46.2 percent, guide for selection process and management process of all level: 43.2 percent; composing research direction: 29.7 percent; handing self-control authority for principal investigator: 27 percent.
