Nghiên cứu nhằm tìm hiểu một số yếu tố ảnh hưởng đến thực hiện tự chủ tài chính tại Trung tâm Y tế thành phố Vĩnh Yên giai đoạn 2019-2021. Phương pháp nghiên cứu: Thiết kế nghiên cứu định tính sử dụng kỹ thuật phỏng vấn sâu và thảo luận nhóm với đại diện Ban giám đốc, lãnh đạo khoa/phòng, cán bộ viên chức tại Trung tâm Y tế thành phố Vĩnh Yên, bao gồm 6 cuộc phỏng vấn sâu và 3 cuộc thảo luận nhóm. Kết quả và kết luận: Một số yếu tố ảnh hưởng cả tích cực và tiêu cực đến kết quả tự chủ tài chính (giá viện phí chưa đủ các yếu tố, thông tuyến tỉnh KCB BHYT, trình độ nhân lực còn thiếu về chất lượng và số lượng; cơ sở hạ tầng, trang biết bị y tế còn thiếu); yếu tố ảnh hưởng tiêu cực đến hoạt động tự chủ tài chính là tác động của dịch bệnh COVID-19.
The study aims to understand some of the factors affecting the implementation of financial autonomy at Vinh Yen City Health Center for the period 2019-2021. Research Methods: Qualitative research design using in-depth interview techniques and group discussions with representatives of the Board of Directors, Departmental leaders, staff at Vinh Yen City Health Center, including 6 in-depth interviews and 3 group discussions. Results and conclusions: A number of factors affect both positively and negatively the results of financial autonomy (hospital fees are not enough factors, through the provincial route of health insurance, the level of human resources is lacking in quality and quantity; infrastructure, medical equipment is lacking); the factor that negatively affects financial autonomy is the impact of the COVID-19 epidemic.
