Thực trạng bảo hiểm y tế tại tỉnh Viêng Chăn nước công hòa dân chủ nhân dân Lào

The study was conducted in Viengchan province, Laos PDR. Objectives of the study was to describe (1) activities of Health insurance (HI) in the ViengChan province during 5 years period of 2005-2009; (2) situation of balancing health insurance's fund. The result showed that the coverage of health insurance was increasing year by year: 8.8 percent in the year 2005 to 14 percent in the year 2009; the percentage of compulsory and voluntary reached 5.58 percent to 11.29 percent; the poor had HI card increased from 10.61 percent in 2005 to 15.93 percent in 2009. The structure of HI for the poor was reduced from 33.7 percent to 19.4 percent. The negative balance was found progressively: 4 percent in 2005, 63.9 percent in 2007 and 45.5 percent in 2009. Unbalance of voluntary HI fund was more seriously and progressively, 120.4 percent in 2005 and 204 percent in 2009. The fund of HI for the poor was founded unbalancing but getting less serious. An unbalance of compulsory HI fund was founded slightly only.
