Nghiên cứu của chúng tôi được thực hiện trên cơ sở phân tích kết quả nghiên cứu “Đánh giá thực trạng và nhu cầu chăm sóc sức khỏe của người lao động có hợp đồng trong các cơ sở sản xuất lớn, cơ sở sản xuất vừa và nhỏ cũng như người lao động không hợp đồng lao động” của một số tác giả thuộc Viện Sức khỏe nghề nghiệp và Môi trường thực hiện năm 2021. Đối tượng và phương pháp: Dựa trên phỏng vấn bằng phiếu hỏi đối với 5478 người lao động có hợp đồng tại cơ sở sản xuất và người lao động không có hợp đồng lao động tại 04 tỉnh là Hải Dương, Thừa Thiên Huế, Lâm Đồng và Đồng Nai. Kết quả: cho thấy có 62,88% người lao động có tiếp xúc với các yếu tố có hại; tỷ lệ cao từ 78,48% đến 92,58% người lao động làm việc tại cơ sở sản xuất được khám sức khỏe trước khi tuyển dụng, khám bố trí việc làm và khám định kỳ; tỷ lệ khám phát hiện bệnh nghề nghiệp ở mức trung bình, chiếm 56,10%. Các tỷ lệ này ở nhóm người lao động không có hợp đồng lao động thấp hơn 44,08% khám sức khỏe định kỳ và rất thấp 7,58% khám phát hiện bệnh nghề nghiệp. Chế độ chăm sóc sức khỏe của doanh nghiệp khi người lao động có bệnh mãn tính hoặc có sức khỏe yếu là bố trí vị trí làm việc phù hợp (65,13%), chế độ nghỉ dưỡng, điều trị phục hồi sức khỏe (39,14%) và khám và điều trị chuyên khoa (29,08%). Có 67,06% người lao động không có hợp đồng lao động hiện đang có bảo hiểm xã hội (trong đó 78,09% do bản thân người lao động hoặc gia đình tự mua) và còn 25,83% người lao động này chưa bao giờ tham gia bảo hiểm xã hội. Kết luận: Kết quả nghiên cứu này có vai trò giúp ích trong việc đề xuất với các cơ quan chuyên môn Nhà nước tăng cường chất lượng cung ứng dịch vụ y tế lao động cơ bản đáp ứng nhu câu chăm sóc và bảo vệ sức khỏe người lao động ở địa phương; hỗ trợ người lao động tại các cơ sở sản xuất và người lao động tự do được tiếp cận với các dịch vụ y tế chăm sóc y tế lao động cơ bản, từ đó nâng cao sự hiểu biết của bản thân trong lao động sản xuất và góp phần tăng năng suất lao động, thúc đẩy xã hội phát triển.
Our study was carried out on the basis of analyzing the results of the study “Assessment of the current situation and health care needs of contract workers in large production facilities, medium and medium production establishments. small as well as non-contracted workers” by some authors from the Institute of Occupational Health and Environment in 2021. Subjects and method: based on questionnaire interviews with 5.478 contract workers at the facility. Production and workers without labor contracts in 04 provinces: Hai Duong, Thua Thien Hue, Lam Dong and Dong Nai. Results: The results show that 62,88% of workers are exposed to harmful factors; high rate from 78,48% to 92,58% of employees working at production facilities receive pre-employment health check, job placement examination and periodical examination; the rate of examination and detection of occupational diseases is at an average level, accounting for 56,10%. These rates in the group of employees without labor contracts are lower than 44,08% for periodic health check-ups and very low 7,58% for occupational disease detection. The health care regime of the enterprise when employees have chronic diseases or have weak health is to arrange suitable working positions (65,13%), convalescence, health rehabilitation treatment (39,14%) and specialized examination and treatment (29,08%). There are 67,06% employees without labor contracts currently have social insurance (of which 78,09% are purchased by the employees themselves or their families) and the remaining 25,83% of these employees never participated in social insurance. Conclusions: The results of this study have a useful role in proposing to the State specialized agencies to enhance the quality of basic occupational health services to meet the needs of workers' health care and protection. Locally; support workers in production facilities and freelance workers to have access to basic occupational health care services, thereby improving their understanding in production labor and contribute to increase labor productivity, promote social development.
